The Central Railway Station, being situated at the 1845 feet level (rail level), commands the whole city, and the underground tram lines could follow the routes of the avenues, and at no great death from their surfaces.
This featured half of an octagonal street complex with the railway station as its center and--eight blocks away at the other end of a wide boulevard--another district composed of concentric semi­circles surrounding the "Civic, Commercial, and Technical School Centre." Six "Residential and Shopping Centres" provided focal points for as many neighborhoods.
At the railway mall, level and parallel with the "high level" roads, are arranged a shelter colonnade 40 feet wide, into which emerge the ramps from the platform, and from which trams can be entered at many positions for all parts of the city.

Despite the spread of housing in Reservoir the only shopping centre of any size is the original one near the railway station, dating from the 1920s.
When the railway was opened between Collingwood and Whittlesea, with a station at "Preston (Reservoir)", in 1889, there were still many unfilled residential allotments southwards in Preston before homebuilders needed to move to Reservoir.
Ruthven, with a railway station (1963) and a primary school (1968), was named after William Ruthven, V.C. winner, France, 1914-18, and local State parliamentarian (A.L.P) 1945-61.
