Unlike in other forms of debate, where the resolution is established well in advance of a tournament and is the same for every round in the tournament, in Parliamentary debate the resolution is usually not established until 10 minutes before the debate round begins, and there is a new resolution for every round of debate.
This is a newer form of college-level debate than NDT, and it was born as a reaction to NDT in the same way that Lincoln-Douglas debate was born as a reaction to team policy debate.
Parliamentary debate is yet another form of debate that arose as a reaction against the excesses of NDT and team policy debate.

The last policy topic at the college level that dealt with international action was the 1962-1963 resolution on establishing an economic community (Katsulas 2; Freeley 459).

Similar to Policy Debate, the debate in Public Forum Debate is conducted by teams of two people, alternating speeches for their side.
The debaters of the team that wins the coin toss are allowed to choose from two options - either decide which side they want to represent (either the "prop" side, for the resolution, or the "opp" side, against the resolution) or whether they want to speak first or second.
Unlike Policy Debate it is far more dependant on the speaking presentation of the debator rather than the research skills of the speaker.
