Law, as administered by a central authority, takes the responsibility of retribution out of the hands and puts it in the hands of the state.
Law is at its heart revenge; the basic cultural mechanism for dealing with unacceptable behavior is to exact revenge.

A resolution is a written motion adopted by a deliberative body.
Such a resolution, when certified by the corporation's secretary, gives assurance to the other side of the transaction that the sale was properly authorized.
The resolution is often used to express the body's approval or disapproval of something which they cannot otherwise vote on, due to the matter being handled by another jurisdiction, or being protected by a constitution.

Introduction to modern environmental regulation and its foundations, covering common law, precursors to environmental law and a survey of major regulatory issues and techniques, focusing on the Clean Water Act, National Environmental Policy Act, and Comprehensive Environmental Response Compensation and Liability Act, with examples drawn from other statutes such as the Clean Air Act.
To illustrate the utility of various dispute resolution techniques, three primary types of environmental disputes will be used: 1.) a challenge to an environmental rule; 2.) a challenge to an environmental agency permitting decision; and 3.) an enforcement action for an environmental violation.
Students will be required to prepare for and participate in two “hands-on” exercises: a mock administrative hearing on a permit challenge and a mock mediation involving an environmental violation, and will be required to prepare legal documents related to these exercises.

But she said she was encouraged that the 20 votes in favor of the EU measure were well over the 16 votes required to call an emergency session on Darfur, A number of Western delegations are ready to consider calling such a session, she said.

 UN council rejects EU-Canadian resolution on Darfur
By a 22-20 vote, the council turned down a resolution from the European Union and Canada telling the Sudanese government to prosecute those responsible for killing, raping and injuring civilians in the western region of the country.
The African resolution suggests no blame for President Omar al-Bashir's government, which has been accused of unleashing brutal militiamen known as janjaweed in fighting Darfur rebels.
Canadian Ambassador Paul Meyer, who had joined with the EU in trying to pass a strong resolution, said that at least the council was finally addressing the situation in Darfur six months after it was organized.

Britain’s UN Ambassador Emyr Jones Parry said Friday that he didn’t expect the Iran resolution to make its way back to New York for discussion until at least Dec. 11.
