Resolution 660 demanded that Iraq immediately withdraw its troops to the positions held prior to the invasion on 1 August 1990.
Resolution 661 imposed a full trade embargo, stopping all imports from and exports to Iraq except for food, medicine and humanitarian supplies.
The resolution outlined these demands as part of a wider scheme to create a zone in the Middle East free from weapons of mass destruction, with the global objective of a worldwide ban on chemical weapons.

The purpose of that resolution was to disarm Iraq of its weapons of mass destruction.
Basically, Iraq has been in violation of Resolution 687 since 1991, and has been suffering economic sanctions, I believe that they were allowed by the US to sell a certain amount of oil, the proceeds from which were to be used to buy food.
Given the number of relevant resolutions between 660 and 678 (authorizing force), I would think that the UN would try to issue another resolution with a clear ultimatum and consequence were it 'displeased' in light of the inconclusive 'evidence'.

This resolution was adopted on 28 March and - for the first time after months of division in the Council - achieved consensus among Council members on an issue related to Iraq.
After the war and adoption of resolution 1483 on 22 May the Committee was tasked to supervise the transitional process leading to the termination of the humanitarian Oil-for-food Programme on 21 November and to the transfer of all responsibilities from the Office of the Iraq Programme to the Coalition Provisional Authority.

The resolution also broadened the oil-for-food program, allowing Iraq to sell any amount of petroleum products for food and medical supplies; it also called on Iraq to hasten humanitarian assistance to those in need.

Resolution 1441 would in terms have provided that a further decision of the Security Council to sanction force was required if that had been intended.
Resolution 687 lays down the terms for the formal ceasefire between the coalition states and Iraq at the end of the hostilities mandated by the Security Council in resolution 678.
Of the resolutions cited in the UK letter, only resolution 678 authorizes the use of force, but it was adopted on November 29, 1990, to effect the liberation of Kuwait from Iraqi occupation and before Iraq had disarmament obligations.

By 1995 in the wake of deteriorating humanitarian conditions in Iraq, many in the international community called for an end to the restrictions, reflecting concern that the impact of the sanctions was being borne primarily by the innocent Iraqi civilian population.
The sanctions committee that was established under Resolution 661 in 1991, the 661 Committee, monitored the implementation of the overall sanctions regime on Iraq, and after the adoption of Resolution 986, it also monitored the implementation of the Oil-for-Food Program.
The 661 Committee was mired in a political debate with regard to Iraq that often impeded it from taking action against violators of the embargo.

In addition to reversal of the Iraqi aggression, the coalition was intent on eliminating stockpiles of chemical weapons known to be in the possession of Iraq and to disarm the country.
The resolution, among other things, required Iraq to rid itself permanently and unconditionally of all nuclear, biological, and chemical weapons capabilities and allow inspectors full access to verify and monitor compliance.
The resolution was passed under Chapter 7 of the UN Charter, meaning that military force could be used to enforce compliance.

Resolution 661 imposed sanctions on Iraq on Aug. 6, 1990, and created the infrastructure to enforce the genocidal sanctions that have killed over a million Iraqis.
The 661 Committee rejected the purchase of gas masks and aeration tubes for the workers, who wear this equipment when they descend into the sewage tanks to clean clogged filters and gates.
In effect, the director general said, the 661 Committee had voided the practical application of the contract.

The present report is submitted pursuant to paragraph 10 of resolution 1153 (1998), which provides information up to 31 October 1998 on the distribution of humanitarian supplies throughout Iraq, including the implementation of the United Nations Inter-Agency Humanitarian Programme in the three northern governorates of Dahuk, Erbil and Sulaymaniyah.
In its resolution 1175 (1998) of 19 June 1998, the Council authorized States to permit the export to Iraq of the necessary parts and equipment to enable Iraq to increase the export of petroleum and petroleum products in quantities sufficient to produce the sum established in paragraph 2 of resolution 1153 (1998).
