Resolving power is a direct function of aperture such that the larger the aperture, the better the resolving power.
To determine power, divide the focal length of the telescope (in mm) by the focal length of the eyepiece (in mm).
Powers lower than this are not useful with most telescopes and a dark spot may appear in the center of the eyepiece in a Catadioptric or Newtonian telescope due to the secondary or diagonal mirror's shadow.

While I agree with most of the points raised in this thread, I think the estimates of lens resolving power are either exaggerated or not reflective of the characteristics of the types of lenses in general use today.
For most lenses, there is a marked fall-off in resolving power at or near maximum aperture and more than 9mm from the center of the image circle.
