A UK Restricted Service Licence (often called an RSL), is typically granted to radio stations and television stations broadcasting within the UK to serve a local community or a special event.
Licences are granted by the broadcasting authority Ofcom (formerly the Radio Authority and the Independent Television Commission, respectively).
In 1990, the Broadcasting Act (1990) became law, and led to the establishment of two licencing authorities: the Radio Authority to licence new radio services and monitor existing licences, and the Independent Television Commission, to licence new short-term television services.

The Radio Authority today published its Short-term Restricted Service Licence (RSL) Annual Report for 1999, which describes the widespread activities of some 400 short-term radio stations that have taken place across the UK during last year.
The majority of radio services licensed under this scheme are run by volunteers, although some, such as trial services and those for coverage of sports events, use professional staff.

I'd become very interested in Medium Wave Dxing, espcially UK local radio, which was continuing to grow at that time, and in the 1990s a new form of radio appeared in the UK - the Restricted Service Licence, or 'RSL' as it was then known.
With the advent of the long term RSL licences Radio Cavell was awarded a 5 year licence and allocated the frequency of 1350 kHz.
Due the the vast increase in the number of these low power stations it's now much harder to here us than it was in the old days, but we do continue to receive a number of reports every year.

When Xfm hits town we broadcast for a week on a Restricted Service Licence and organise a series of exclusive gigs and events.
So far we've taken in Glasgow, Manchester, Birmingham and Liverpool and we'll be broadcasting in Cardiff on 87.7FM from June 6 until July 2 2005.

For the 10th year running, a group of enthusiasts (G6IXM G4WGD and G3TWJ) have been putting on a local charity fund raising broadcast radio station (Restricted Service Licence) on air from 25th September for 16 days from new studios at RNIB Training centre in Redhill, this time back on VHF.
The move back to FM from 3 years of MW RSLs to FM came at the end of the use of studio's site with large trees for the huge MW aerial.
