He had supported the Legal Tender Act of 1862 and the National Banking Act of 1863, but he opposed Secretary of the Treasury Hugh McCulloch’s plan to retire the greenbacks in circulation and pushed a compromise plan for resuming specie payment.
Later, however, he forced the Resumption Act of 1875 through the Senate, and as Secretary of the Treasury (1877–81) under President Hayes, he directed the implementation of the act.
Again in the Senate (1881–97), he was associated in 1890 with the passage of the Sherman Antitrust Act and the Sherman Silver Purchase Act.

The resumption of specie payments by Chile is a step of great interest and importance both in its direct consequences upon her own welfare and as evincing the ascendency of sound financial principles in one of the most influential of the South American Republics.
Protest was promptly made by the United States against this act as not being justified by a state of war, nor permissible in respect of vessels on the usual paths of commerce, nor tolerable in view of the wanton peril occasioned to innocent life and property.
To decree by act of Congress that these debts shall be payable in less valuable dollars than those within the contemplation and intention of the parties when contracted would operate to transfer by the fiat of law and without compensation an amount of property and a volume of rights and interests almost incalculable.

He warmly advocated the insertion in the Reconstruction Acts of a provision ensuring the early termination of military government; and he opposed the impeachment of President Johnson, though he voted for conviction on the trial.
During this period he was largely concerned in the enactment of the Anti-Trust Law of 1890, and of the so-called Sherman Act of the same year, providing for the purchase of silver and the issuing of Treasury notes based upon it.
This latter Act he approved only as a means of escaping the free coinage of silver, and he supported its repeal in 1893.

Acts of Resumption which Parliament forced on successive reluctant Kings (before the largely successful Act of 1451) rarely achieved anything like their objectives.
These Acts were a fruitful source of conflict between the Executive body, the King and his Council, and the legislative and tax granting body, which was Parliament, throughout the first half of the 15th-century.
We are more concerned with the undeserving cases against whom the Act was principally directed, and here there is some evidence to show that those immediately about the King had made their preparations, and had agreed what they should retain and what they should surrender as a gesture in order to placate Parliament.

The passage of the so-called specie resumption act of 1875 planted this country upon a gold standard, and practically gave the banks a monopoly of the currency.
This act of Secretary Sherman was an exceedingly shrewd move on his part to add an official sanction to the war that was to be waged against the use of silver and silver certificates by the Clearing House Association.

With the Resumption Act the financial policy of the Republican party, and of the country, was dragged to the front, and the Southern policy was forced backward, and made to constitute a less prominent issue in the campaign of 1876.

 Basic Principles of Compensation for Land Resumption
So far as compensation is concerned, the Lands Resumption Ordinance is based on the English 1845 Act, the many cases decided by the courts in England during the 19th century and by amendments made after 1889, the important rules introduced in England by s 2 of the Acquisition of Land (Assessment of Compensation) Act 1919.
Provided the claimant acts reasonably in making that decision, he or she can claim compensation for relocating even though the cost is greater than it would have been for total extinguishment, or vice versa.
The claimant will also recover loss of profits for the period before the resumption, during the move and maybe after the move, provided always that he or she can prove that the losses were due to the resumption rather than some other cause.

The coinage of silver dollars since the passage of the act for that purpose up to November 1, 1879, was $45,000,850, of which $12,700,344 have been issued from the Treasury and are now in circulation, and $32,300,506 are still in the possession of the Government.
Congress accordingly passed the act approved March 3, 1871, "to regulate the civil service of the United States and promote the efficiency thereof," giving the necessary authority to the Executive to inaugurate a civil-service reform.
It appears from the report of the Commission submitted to the President in April, 1874, that examinations had been held in various sections of the country, and that an appropriation of about $25,000 would be required to meet the annual expenses, including salaries, involved in discharging the duties of the Commission.

Although, on the 17th of June, in the second legal-tender act, any paper issues of denominations less than a dollar had been forbidden, Congress was forced, by the events we have just described, to pass a bill authorizing the issue of a paper fractional currency on July 17, 1862.
