In United Kingdom, a Returning Officer is responsible for overseeing elections in one or more constituencies.
In England and Wales the post of Returning Officer is an honorary one, held by the High Sheriff of the county, and in practice the job is delegated to an Acting Returning Officer, who is a civil servant in the local authority.
In Hong Kong, the returning officer is usually a judge.

The returning officer shall, as soon as he has ascertained the result of the poll, forthwieth publicly declare the result and announce the candidate to whome most votes have been given to be elected as the member for the constituency.

The Election Commission today requested the Returning Officer to reconsider the nomination papers of the two Congress candidates in the Rajya Sabha elections in Uttar Pradesh.
"It is for the Returning Officer to consider all relevant matters with due and deliberate care and pass such appropriate order in his quasi-judicial capacity as he may deem fit," the Commission, which has limited power in the matter, said in its communication.

Counsel Muhammad Shafee Abdullah said he was “worried” to hear returning officer Muzamin Mastak testified that he only needed to tell Barisan Nasional candidate Datuk Pirdaus Ismail, who was defeated in his bid for the seat.
Shafee also said the returning officer should take the blame for the “strange phenomena” where the CCTV installed at the tallying centre “suddenly could not work” as its tape was in the officer's custody.
