In all cases, dam owners are clearly responsible for the safe operation and maintenance of their dams.
Under the provincial Water Act, a dam owner is held financially liable for any damage to land and property resulting from failure of their dam.

Revelstoke was founded in the 1880s when the Canadian Pacific Railway(CPR) was built through the area; mining was an important early industry.
East of Revelstoke are the Selkirk Mountains and Glacier National Park, penetrated by Rogers Pass used by the Trans-Canada Highway and the Canadian Pacific Railway.
Revelstoke is also the location of the Revelstoke Dam which was contructed on the Columbia River, and completed in 1984.

It is situated on the COLUMBIA RIVER between the Selkirk and Monashee mountains, 415 km by road west of Calgary, Alta, and on the Trans-Canada Highway at the western entrance to ROGERS PASS and Mount Revelstoke and Glacier national parks.
In 1899 Revelstoke became the mountain divisional centre for the CPR, and for many years it was the western entrance to the old Big Bend Highway along the Columbia River through the Selkirk Mountains.

Revelstoke Dam is Canada's second generating project on the Columbia River and one of four dams in B.C. that regulate the flow of the Columbia.
Three of the dams, Mica, Hugh Keenleyside and Duncan, were built as a result of the Columbia River Treaty, signed by Canada and the United States in 1964.
The hydroelectric complex comprises a 175 m high concrete gravity dam in Little Dalles Canyon, a 122 m high earthfill dam on the west bank of the river, and a powerhouse in the riverbed, immediately downstream of the concrete dam.
