Parliamentary Contributory Superannuation Act 1948 - History, Legislative Changes, Committee and Remuneration Tribunal ...
A selective chronology of legislative amendments since 1948 is provided to assist senators and members in their understanding of the scheme's development.
In Harrison’s second reading speech on 9 December 1948, he spoke of the difficulty of comparing the proposed scheme with other pension schemes given ‘there is no retiring age in the case of members of parliament whilst their average age upon entry is higher, for instance, than in the Public Service’.
Importantly, he recognised that, by not linking contributions with the amount of benefit to be received, the scheme presented ‘a vital departure from customary superannuation policy in that it provides for flat rate contributions and not for contributions which increase according to the age of entry into the scheme’.

The question presented is whether the surviving spouse may deduct the expenditures incurred in respect of her share of the community property in her individual income tax return.
Commissioner, 11 T.C. 141, acquiescense C.B. 1948-2, 3, the court held that the decedent's gross estate is entitled to a deduction of only one-half of those expenditures consisting of executrix's commission and the miscellaneous administration expenses, because one-half of such expenditures were made on behalf of the surviving wife's one-half of the community property.
This ruling does not extend to community estates taxable under the provisions of section 811(e)(2) of the Internal Revenue Code of 1939, as amended by section 402(b) of the Revenue Act of 1942, which remained in effect until repealed by section 351(a) of the Revenue Act of 1948
