This strip stamp paying the tax on four ounces of tobacco with stems was part of the 1869 issue, and this is the stamp from the same series for sixteen ounces.
The left stamp in this illustration was part of the series of 1898, and the right stamp is one of the John Quincy Adams type that was run in a series beginning with 110 in 1940 and continuing through 125 in 1955, with several values being used into 1958.
This stamp was intended for use in taxing removal of liquor from a brewery to a warehouse, according to the Tax Act of June 6th, 1872.

On or after that date such stamp shall not be valid or available for the payment of stamp duties or fees, or for any purpose other than the purpose of refund as provided for in Section 32 of the Act, read with paragraph 3 of this Schedule.
The stamp of this new series is of a new design and replaces the stamp of the old series notified by a Government Notice of 2 June 1978.

According to a 1915 product announcement, "In accordance with the ruling of the Internal Revenue Department [on the War Tax Revenue Law], all revenue stamps to the value of ten cents or more must be mutilated with three parallel incisions, cut through the stamp after being affixed to the document.
This is in addition to stamping the same with the initials of the user and date of use.” This legal requirement created a demand for devices, known as revenue stamp mutilators, that cut three straight or undulatory incisions through both the revenue stamp and the document to which the stamp was affixed.
Attached to the underside of the end of the pivoting arm are three parallel vertical steel knife blades about 1” in length (measured side to side) and 1/8” apart.
