McCartney was Member of Parliament (MP) for Down North from 1995 until 2001, and remains an Member of the Legislative Assembly (MLA) and the party's leader.
For much of the remaining Parliament the government followed stricter controls in public spending and the necessary austerity measures caused consternation amongst the Party membership and the trade unions, unions which by this time were gaining ever greater political power.
Other changes increased their concern; the constituencies were given the ability to easily deselect sitting MPs, and a new voting system in leadership elections was introduced that gave party activists and affiliated trade unions a vote in different parts of an electoral college.

It is currently the party of government in the UK as a whole, and also in regional parliaments or assemblies in Scotland, Wales and London.
Led by Michael Foot, who was increasingly unpopular with the public, the party went into the 1983 general election with a manifesto dominated by the politics of the party's left-wing, but considered by some socialists to be too watered down by Foot's indecisiveness and pressure from the party's right-wing to be truly convincing.

House of Parliament on Intelligence Agencies
It is important that Parliament and the public should know the clear objectives of the intelligence and security agencies; but it is also right that we should explain to the public that the success of the agencies can be secured only by conditions of secrecy.
A number of our constituents believe that they are under daily surveillance from the security agencies, who are up the chimney, in the garage, or inside the television set.
I think that Parliament also assumes that those Members' instincts, political background and awareness of colleagues' feelings enable them to act decisively in dealing with anything that might be wrong inside that ring, to set boundaries and parameters, and to ensure that money is not being wasted and the job is being done properly.

AF - Against Parliament - Scottish & Welsh Nationalists
The advent of the Scottish Parliament and the Welsh National Assembly has been an attempt to head off their influence whilst preserving the form of the U.K., still ultimately controlled from London.
When the British Parliament overturned the decision the response wasn't the mass (peaceful, democratic, constitutional, etc.) rebellion the SNP would have liked, but a dull resignation and subsequent massive drop in support for them.
Their aim at the time was to show how well the Scottish Parliament could work, thus making the population of Scotland demand full independence.
