Rhudaur was the smallest of the kingdoms that originated from the break-up of Arnor (T.A. The other kingdoms were Arthedain and Cardolan.
Rhudaur formed the eastern part of Arnor, and stretched from the Weather Hills with Weathertop (Amon Sûl) to the river Bruinen (Loudwater).
From the start of its existence, Rhudaur was unfriendly towards the two other successor states, and took part in a bitter conflict with Cardolan over the tower of Amon Sûl and the Palantír associated with the tower.

Since the Witch-king was a vassal to the Dark Lord Sauron, it is presumed that Angmar's wars against the successor kingdoms of Arnor were done at Sauron's bidding.
The Witch-king conquered Rhudaur, the weakest of Arnor's successor kingdoms, and replaced its Dúnedain king with one of the native Hillmen, a wild tribe of men possibly descended from the "accursed" kin of Ulfang.
Now under the Witch-King's control, Rhudaur in 1356 T.A. invaded Arthedain and in the attack, Arthedain King Argeleb I was slain.

The region claimed by the Kings of Rhudaur in the middle Third Age extended eastward from the Weather Hills to the Misty Mountains, and south from the Mitheithel (Hoarwell) where it flowed past the Ettenmoors to the tip of the Angle, the land between the Mitheithel and Bruinen (Loudwater) rivers.
Rhudaur was also probably the location of many camps established by Gil-galad and Elendil during the years they were training and equipping their armies.
Rhudaur must therefore have come into direct conflict with Angmar, and it may be that the Heirs of Isildur, already diminished in number by their feuds with Cardolan and Arthedain, actually died while fighting Angmar.

 Charting the Shire lines
The Harfoots migrated over the High Pass and settled in Rhudaur, presumably between the Mitheithel and the Weather Hills, although they could also have settled in the foothills of the mountains and the northern lands which had not yet fallen into evil.
So in all probability the Hobbits of Rhudaur remembered the tales of their grandfathers which led them to migrate west in the first place, and they must have had a few debates over whether the evil had followed them across the mountains.
Tolkien doesn't explain why Rhudaur had to be destroyed but it may be there were enough people left there who resisted the Witch-king's influence that he decided to do away with them once or for all.

Our Hobbit adventurer's travelled through Rhudaur and saw the ruins of the castles from which they ruled that land, and Bilbo also passed through old East Angmar returning from Erebor, though we have no accounts of that land from him.
Another land they came to inhabit was Rhudaur, the smallest of the three kingdoms into which Arnor had split in 861 T.A. It lay between the Weather Hills, the Ettenmoors and included the Angle formed by the rivers Briunen and Hoarwell.
The spread of trolls and undead into Rhudaur and the worsening climate of East Eriador probably kept the folk of Angmar hungry for the better lands to the west.
