The plan for RIA has been evolving since the Department of Energy/National Science Foundation Nuclear Science Advisory Committee (DOE/NSF NSAC) recommended RIA as the “highest priority for major new construction” in Nuclear Physics in its 2002 Long Range Plan for Nuclear Science.
In November 2003, U.S. Energy Secretary Spencer Abraham, along with the Department of Energy Office of Science, has announced a 20-year Facilities for the Future of Science plan, in which RIA was ranked third among 28 major science projects deemed necessary to keep the United States at the forefront of nuclear research.
In February 2004, the DOE designated RIA’s status as CD-0, the Critical Decision Zero statement of mission need during which nuclear scientists at MSU work collaboratively with other nuclear scientists to develop the engineering and conceptual design studies for the new facility.

In radioimmunassay (RIA), a fixed concentration of labeled tracer antigen is incubated with a constant amount of antiserum such that the concentration of antigen binding sites on the antibody is limiting, for example, only 50% of the total tracer concentration may be bound by antibody.
If unlabeled antigen is added to this system, there is competition between labeled tracer and unlabeled antigen for the limited and constant number of binding sites on the antibody, and thus the amount of tracer bound to antibody will decrease as the concentration of unlabeled antigen increases.
The amounts of trace and 2nd Antibody remain constant between groups of NSB's and 100% tubes, and only the concentration of 1st antibody in the 100% tubes varies.
