The financial impact of many of the events listed on Community Chest and Chance cards show Pennybags to be a live by the seat of your pants financier, subject to bouts of bad luck that see him often cooling his heels in jail.
Pennybags was first used outside of Monopoly in the Parker Brothers' 1940 game "Dig", and then again in 1946, starring in a game appropriately dubbed "Rich Uncle".

Rich Uncle Pennybags wasn't part of the game's design at the very beginning, but was added early on and immediately became inseparable from it.
Pennybags has appeared as Christmas tree ornaments, give-away toys at fast-food restaurants, refrigerator magnets and many other forms of licensed merchandise.

Since the copyright in the centre of the game board says "1936, 1946" and the "long boxes" appeared on the market around the second half of the fourties, I would consider this mini box edition to be one of the last ones issued, so about 1946.
This is confirmed by the fact that around this time the cards became illustrated with those funny situations of Rich Uncle Pennybags, while those of earlier issues were un-illustrated.
