I was one of two designers at the time (this would have been in 1994; the other was Lester Smith) who was pushing the company to consider doing a new science fiction game.

It's a solid work on how to run a game, thick with plenty of tips and advice to keep a DM (or whatever the term is in your favorite game) going for many sessions.

This does a world of good to balance the game and let players not be crippled for wanting to have a bit of variety in their characters.
