The story of the Richard J. Hughes Justice Complex began in 1976 when the Treasury Department's Division of Building and Construction commissioned an architect to determine the existing and projected office space requirements of all State departments in the Trenton area.
Hughes deepened his interest in juvenile problems and became recognized as an authority on probation systems and the treatment of youthful offenders.
Hughes was elected governor of New Jersey and four years later, he was re-elected with a record plurality.

Richard Hughes was born in Weybridge, Surrey, of Welsh ancestry, as the son of Arthur and Louisa Grace (Warren) Hughes.
Hughes lectured on literature at the University of London, was active in Welsh church affairs, and travelled frequently in Greece and Morocco.
Hughes was a Fellow of the Royal Society of Literature, and an honorary member of both the National Institute and the American Academy of Arts and Letters.

 Richard J. Hughes Justice Complex
The Richard J. Hughes Justice Complex at 25 Market Street in Trenton was dedicated in 1982 in honor of the former Governor.
Besides the management and administrative offices of the Office of the Public Defender, the Hughes Complex is home to the agency’s Office of Dispute Settlement, Parental Representation Unit, Office of Juvenile Justice Services, Division of Mental Health and Guardianship, Statewide Drug Court Office, Intensive Supervision Unit and the Special Hearings Unit.
Statewide training for NJOPD personnel are frequently held at the Hughes Complex, as are regular meetings of the Deputy Public Defenders who oversee the regional offices in each county.
