Seddon saw himself as primarily a representative of the West Coast, which was, in his view, a very distinctive part of New Zealand.
Seddon's prime-ministerial style was foreshadowed when, in an early speech in the House, he said that 'A president is all we require.' He further suggested that ministers should be eliminated and that heads of departments should simply carry out instructions.
Seddon feared losing the major Liberal reforms by going too far and provoking a public backlash: his main political aim was to consolidate the major achievements of 1891--94.

New Zealand Reform Party - Definition, explanation
It was in government between 1912 and 1928, and later merged with the United Party (a remnant of the Liberals) to form the modern National Party.
The Liberal Party, founded by John Ballance and fortified by Richard Seddon, was highly dominant in New Zealand politics at the beginning of the 20th century.
At the same time, the Liberals were also slowly losing their other base of support, the urban working class — the Ballance and Seddon governments had introduced many reformist labour laws, but under later leaders, the reforms had slowed.
