The Most Honourable Richard Colley Wesley, later Wellesley, 1st Marquess Wellesley (20 June 1760 - 26 September 1842), was the eldest son of Garret Wesley, 1st Earl of Mornington, an Irish peer, and brother of Arthur Wellesley, 1st Duke of Wellington.
Both the commercial policy of Wellesley and his educational projects brought him into hostility with the court of directors, and he more than once tendered his resignation, which, however, public necessities led him to postpone till the autumn of 1805.
On the fall of the coalition ministry in 1807 Wellesley was invited by George III to join the Duke of Portland's cabinet, but he declined, pending the discussion in parliament of certain charges brought against him in respect of his Indian administration.

Province Wellesley (or Seberang Perai in Malay), is a narrow hinterland opposite Penang island on the Malay Peninsula, which together with the island forms the Malaysian state of Penang.
It was ceded to the British East India Company by the Sultan of Kedah in 1790, and been part of the settlement and state of Penang ever since.
The province is probably named after Richard Wellesley, 1st Marquess Wellesley, Governor of Madras and Governor-General of Bengal (1797-1805) or his brother Arthur Wellesley, 1st Duke of Wellington.

Following the successful conclusion of that campaign, Arthur was appointed to the supreme military and political command in the Deccan; while in that position he defeated the robber chieftain Dhundia Wagh (who had ironically escaped prison in Seringapatam during the last battle of the Mysore war) and the Marathas (in 1803).
