Chiarelli ran as a candidate of the Liberal Party of Ontario and was easily elected in Ottawa West, which had previously been regarded as a safe Progressive Conservative seat.
Chiarelli was re-elected in the provincial elections of 1990 and 1995, though by narrower margins against his Progressive Conservative opponents.
Chiarelli was elected as the first mayor of the newly amalgamated city of Ottawa on November 13, 2000, and was re-elected on November 10, 2003 (see 2003 Ottawa election for full results).

Rick Chiarelli did not show when invited by CHASEO, and while he is popular with Nepean Liberals, Alex's personal popularity and charisma has pulled some liberals and all the New Democrats solidly behind him, and the Nepean portion is the lesser portion of the riding.
Chiarelli's campaign reminds me a bit of Dominique LeBlanc's campaign in Beasejour in the last federal election where the GG's son expected name recognition and family ties to hand it to him on a silver platter.
I hesitate to make this absolute, because Rick Chiarelli was at a number of indoor and outdoor events on that day, which was dry and 33 degrees C. Rick did look a little drained and tired, which was reflected in some of his speaking being less animated.

Although the library is still in the preliminary planning stage, Rick Chiarelli, chair of the Ottawa Public Library Board, says public funds alone won’t suffice to cover the cost of the kind of facility needed to serve Ottawa.
Chiarelli says the image of a library as a singular cultural institution is outdated.
Chiarelli says the city will likely sell the current main branch, which could generate between $6 million to $8 million, and use that money as part of its contribution towards the construction of the new library.
