During a protest that I conducted on Rideau Street in the summer of 2002, I noticed some very disturbing things about the homeless population.
To hide the anticipated increase in panhandling and homelessness, the Progressive Conservative Government of Ontario began to sweep the streets under new provincial legislation that made it illegal to be homeless.
Panhandling and squeegeeing were criminalized under the Safe Streets Act, and massive numbers of homeless people were placed in jail under new legislation that mandated the incarceration of homeless people even if they were not a danger to themselves or others, the previous standard.

Three rivers spider-vein the city - the Rideau river, the sprawling Ottawa river (which divides Ontario from Quebec) and the constrained quiet Rideau canal.
The walk is so interesting that I'm several miles down the street, chatting with strangers, enjoying an incessant street life, before I decide to catch a bus the rest of the way.

Along with recently proposed plans to remove the bus shelters, there are also plans to add two car lanes to the existing three bus/taxi/bike lanes.
As a side effect, the existing lanes and sidewalks will have to be narrowed to accommodate the cars, making Rideau Street more dangerous for cyclists, pedestrians, and bus passengers.
A five-lane Rideau Street with two-way car traffic will undermine the recently adopted City of Ottawa official plan, which calls for measures to reduce the use of cars and to promote environmentally friendly modes of transportation such as walking, cycling, and transit.

The Byward Market has a lot of galleries, shops, street vendors, restaurants and bars as well as a a shopping mall called the Rideau Centre right on Rideau Street - it has a movie theatre in it althoug some what small as most of the multiplex theatres are in the burbs.
Nearby is a street called Elgin that attaches to Rideau Street and it also has shops and restaurants on it.

The concept will be similar to the signage that was erected on the Bank Street Bridge, while it was under construction earlier this year (and which was not entirely successful).
It seems there is no alternative to accomodate cyclists on Rideau Street, short of removing the car lanes, which is a no-go politically (and technically, as far as OC Transpo is concerned).

Managers at the Rideau Centre and The Bay want the City of Ottawa to remove several concrete planters alongside Rideau Street.
Kelsey Gravelle, who works at Suzy Sheer in the Rideau Centre, said people tend to loiter on the sidewalk and the planters make it difficult to move.
Management at the Rideau Centre then offered to pay up to $10,000 to remove two of them in front of its doors.
