It is not the amount of travel, the extent of the use of a highway by the public that distinguishes it from a private way or road.
To be that statutes which would deprive a citizen of the rights of person or property without a regular trial, according to the course and usage of common law, would not be the law of the land.

My right to travel in safety was created by the Federal government and is no less a real right that your right to carry a firearm.
It does not say my right to keep and bear arms shall not be infringed "unless some bureaucrat, operating in good faith, feels there is a reasonable risk to public safety." There is no place you could have possibly been convinced of such a dangerous absurdity but in a tax-funded government school.
My right is not subject to any majority vote, any more than a majority could vote to seize the jewelry salesman's sample case and divvy its contents amongst themselves.

 Senator Brumskine's Absolute Right to Travel
Article 13(2) of the Universal Declaration of Human Rights provides: "Everyone has the right to leave any country, including his own, and to return to his country." This means that the government of Liberia is obligated to provide the necessary documentation for the exercise of the right o travel.
Even if the government argues that Article 13(b) of the Liberian constitution does not prohibit the government from regulating travel (such as with the use of an "Exit Visa" - which I assert is unconstitutional), it however cannot deny the right to travel nor unreasonably delay it.
The Exit Visa is an unwarranted restriction on travel by Liberians (and foreigners in Liberia) with legitimate interests in traveling out of the country, and it ought to be administratively ended immediately and subsequently repealed by the Legislature.
