  Piks to address Council of Europe`s committee of ministers :: Charter'97 :: News :: 17/05/2004
Minister of Foreign Affairs Rihards Piks` (People`s Party) visit to Strasbourg continues today, where he is participating in a meeting of the Council of Europe`s Committee of Ministers.
Piks will address the Committee of Ministers today to speak about reform of the European Court of Human Rights and the importance of promoting cooperation between the Council of Europe and the European Union.
Piks will also touch upon the pre-election situation in Belarus, and call on the international community to watch developments in Belarus and support democratic forces in this country.

Latvia's new Minister for Foreign Affairs Rihards Piks agrees with his Finnish counterpart Erkki Tuomioja that the European Union can continue to take on new members.
Rihards Piks became Latvia's Foreign Minister in early March, just two months before the country joins the European Union, along with nine other countries.
On Thursday Piks said that he was not concerned about recent tough statements by Russia, which has threatened to take countermeasures over the decision by NATO to send its planes to monitor the air space of the Baltic States.

Ulmanis dodged the charge, and the prosecutor-general, after having reviewed Ulmanis’s case concluded that the law had not been violated and that the problem stemmed from a failure to update the Enterprise Registry.
The prosecutor-general also concluded that Krasts had not violated the “Corruption Prevention Law,” but that Minister of Culture Rihards Piks (Farmer’s Union) had not fully declared his finances, another requirement of the corruption law.
Piks immediately submitted his resignation on June 17.

Latvijas Avize features an article by the commentator Maris Antonevics about the statement of the Foreign Affairs Minister Rihards Piks, expressed during his meeting with the honorary consuls of Latvia.
Rihards Piks has stated that not all so-called Russian-speakers living in Latvia can be viewed as a minority, as a big part of them came to Latvia because of the Russification policy of the USSR.

Piks, in Copenhagen for talks with Danish counterpart Per Stig Moeller, said he agreed with Denmark's insistence that only double-hulled tankers should be allowed in the Baltic.
But Latvia does not want to be the only country to ban single-hulled tankers from its ports, in particular the port of Ventspils which is used by many Russian oil tankers.
Per Stig Moeller said he also hoped for a multinational agreement, saying it was "very important to reach an agreement on this subject because the Baltic is a very sensitive sea and it would be a catastrophe if a tanker were to sink there."

Latvian MEP Rihards Piks will open an exhibition “History and Today of Ethnic Minorities in Latvia” in the premises of the European Parliament tomorrow.
Rihards Piks stated that the exhibition will show that minorities in Latvia live in the democratic and tolerant state where various ethnic and religious groups respect the statehood of Latvia and ensure development of the state.

Latvia does not have a strategy of its own for building relations with Belarus, its policies are in line with the general policy of the European Union, Rihards Piks, the country’s foreign minister and a member of the European Parliament (EP), said on March 4.
Belarusian diplomats, who attended the foreign minister’s meeting with Belarusian journalists, objected to the use of the expression “the Lukashenko regime,” suggesting that the minister should talk about relations between the two countries.
Piks, however, stressed that relations are implemented by concrete people who influence the situation in their country.

Rihards Piks of the People's Party was the only one of four deputies slated as delegates or alternates to the convention in February (see "Baltic States Report," 5 March 2002) who was re-elected to parliament in October.
Karins said New Era's Liene Liepina and Piks will be delegates, while he and Arvids Ulme from the Union of Greens and Farmers will serve as alternates.
The government will continue to be represented at the convention by Transportation Minister Roberts Zile, who was minister for international financial affairs in the previous government.

On Wednesday evening, Zuzul is scheduled to attend an informal meeting of ministers, which would also involve Council of Europe Secretary General Walter Schwimmer and UN Kosovo Administrator Harri Holkeri.

Rihards Piks, foreign minister only since feuding scuppered the last government in March, resigned to take a European Parliament seat he won in June, rather than stay in a government whose swift demise most analysts had already predicted.
Analysts say the weak right-wing coalition could face trouble trying to get replacement Artis Pabriks -- put forward by Piks' conservative People's Party -- approved in parliament, with some steeling for the government to fall.
