		Rimrock Foundation has filed two administrative actions with state and federal agencies and a civil lawsuit in state District Court as it appeals a City Council decision denying permission for a residential treatment center in the North Park neighborhood.
		Rimrock Foundation CEO Dave Cunningham said that under the federal Fair Housing Act, people who are undergoing treatment for alcohol and drug addiction are considered disabled, along with other protected classes such as people with mental or physical impairments, cancer, muscular dystrophy or emotional illnesses.
		Rimrock's lawsuit alleges that it's illegal to deny the special review based on the neighborhood plan because the plan isn't a regulatory document.
