The film does contain some impressive visual effects and the films score gently builds tension throughout, but it a shame that the payoff isn't as scary as the buildup.

When 2002’s “The Ring” ended, the mood was bleak, promising a wave of hysteria to follow with even more outbreaks of Samara across the world.
The screenplay, by original writer Ehren Kruger, is a rehash of the first film: Samara is crawling out of more T.V. sets, Rachel is the victim of a random animal attack (this time with some deer), and she finds herself in Samara’s well yet again for the climax.
“Ring Two” tries to pursue the history behind Samara with a new character played by Sissy Spacek, which appears to be the only effort put into opening up this new film and furthering the plot.

RING (spelled Ringu, to distinguish it from the American remake) is a smash hit horror film from Japan, where it has spawned sequels, imitators, and tie-in merchandise.
The film starts with an urban legend related by one of the characters: A boy accidentally sets his VCR to record a blank station, but instead of ending up with a tape full of static, he plays back the image of an evil woman warning him that he will die in a week.
RING was followed by two sequels, SPIRAL and RING 2, a prequel (RING 0), a Korean remake (THE RING VIRUS), and an American remake THE RING, which itself spawned a sequel, THE RING TWO, directed by Nakata.

To me that film is "The Ring." Although not flawless — not by any means — it is nonetheless one of the scariest film in years.
As pointed out in the beginning, the film is not flawless however, and it’s a result of two major flaws that can be traced throughout the film.
If you get over the fact that the film is so highly derivative, "The Ring" is actually one of the scariest films in years, so it should be clear that no horror fan can possibly afford to miss out on this release.

Again, the film makers are faced with the problem of continuing a story that doesn't really need to be continued; and again they fail by trying to frind explanations for things that were better left in the viewers' imaginations.

 Third "Ring" movie planned - Arts and Faith
According to this article Hideo Nakata is looking to direct a third American Ring film, which would be a prequel to the last two.
He says he would base it on Ring 0, a Japanese movie he directed, which tells the story of the earlier life of Yamamura Sadako (Japan's version of Samara Morgan) and the events leading up to her gruesome death.
The Japanese Ring films as a whole seem to focus more on the supernatural horror aspect of the story (I myself have only seen the first one, Ring), and not so much on the interpersonal and family themes.

Although the film starts in urban civilization, the roots of the evil spell seem to be located in a more traditional society.

The film itself is fairly well made and does have a dark atmosphere about it,but it really isn't scary in the slightest.
Ring never bills itself as anything other than it is. People who are passionate about it can sometimes over egg the pudding but that's because they want you to find the joy (or thrills) they felt from watching this.

The one point where this film seems to fall short is in not emphasizing the weakness of the adversarial characters that counterbalances the emerging loyalty of the heroes: exclusive concern with their own ambitions, betrayal, and paranoia.
It's needed to make the bonds between the heroes stand out more clearly — as something precious in their own right as the Ring is not, as a source of strength, and at the same time as something threatened by Sauron's plans, which would create a world of masters and slaves where friendship was impossible.
Viewers familiar with The Fellowship of the Ring who hope to see as much of the book as possible to be represented in the film must choose the extended DVD version.
