		Ringway 1 was the 'London Box', a tight loop ringing Westminster and the City, and Ringway 2 was the upgrade to the North and South Circulars.
		Ringway 3 included the Dartford Crossing, and Ringway 4 was further out in open countryside, to be built by the Ministry of Transport.
		Without Ringway 2, the Ministry of Transport was literally at a loose end: it had plans to build the M23 north as far as Streatham, but it would dump all of its traffic onto the existing A23 at Streatham without Ringway 2 as a terminus.

		On 26 October 1938, Manchester’s all-important KLM service from Amsterdam was unable to land because of thick cloud and poor visibility, and had to return to the Netherlands.
		This incident and other minor mishaps convinced the Corporation to improve Ringway’s navigational aids, and in January 1939 the airport installed the first illuminated concrete fog line outside the U.S.A. This 4,200 ft long 24-inch wide line had intense lights set at 50 ft intervals and later formed the basis of today’s main Runway One.
		Ringway was to play a major role in World War Two as a centre of aircraft production and modification, with Fairey and Avro eventually producing over 4,500 aircraft here.

		Notice the lack of Ringway 2 on the map; this was because the report dated from 1966, when the plan had not been formulated; however it was generally accepted that the "Ringway 1 + radials" was the minimum solution to the problem.
		It was to connect the West Cross Route at Harlesden (near Willesden Junction station) with the East Cross Route at Hackney Wick.
