The term "good society" might be used to refer to societies that rely mainly on their moral infrastructure (families, schools, communities) and informal social controls to foster a core of substantive (as distinct from merely procedural) moral values.(For an outstanding recent treatment of these, see the discussion of "everyday democracy" by Nancy Rosenblum.
Advocates of the civil society have difficulty explaining why they refuse (when they do refuse) to recognize gay marriages, polygamy, and many other "alternate lifestyle" arrangements as equally legal as traditional marriages as long as these arrangements are between (or among) consenting adults, who wish to encode their relationship in a legal form.
By civil society, I mean the many forms of community and association that dot the landscape of a democratic culture, from families to churches to neighborhood groups to trade unions to self-help movements to volunteer assistance to the needy.

Like McCarthy, Ripon people take a somewhat elitist view of political change, placing great emphasis on compassion and reasonableness on the part of those who govern and tending to distrust both pluralism and the concentration of executive power.
Their weak, even marginal, position with the GOP, their political rootlessness within the party of the rich and the wellborn, suggests that the GOP liberals may not have much effect on the crucial decisions to be made on Vietnam, the military-industrial complex, and the problems of the cities.
Ultimately, the Ripon people and the Republican liberals whom they represent may encounter once again the fundamental problem facing men who enter politics armed only with ideas and a non-pluralist ethic of public service: they just can't find a lever on power.
