The blockade effectively cut off the important department of Valle del Cauca (of which Cali, Colombia's third largest city, is the capital) from the rest of the country.
On Mar. 24, some 200-300 paramilitaries from the AUC stormed the town of Llorente in the southwestern Colombian department of Narino, forcing the residents to gather in the town square, then selecting about 30 people accused of collaborating with leftist rebels.
US State Department spokesperson Richard Boucher indicated on Mar. 30 that the US may retaliate against Colombia for its sponsorship of the vote.

The earthquake of 25 January hit a zone that spans 20 towns and villages and encompasses five Departments: Quindio, Risaralda, Valle, Tolima and Caldas.
The hardest hit areas include the cities of Armenia and Calarca in the Department of Quindio, and the city of Pereira in the Department of Risaralda.

The Cerritos City Council recently presented a proclamation to Dr. Carlos Alberto Botero, Governor of the Department of Risaralda, welcoming him to the United States and the City of Cerritos.
Botero was invited by the United States Department of State to visit the country as a guest of the government through the International Visitor Leadership Program.
The objective of Botero’s visit was to expose him to governmental organization models in the United States to assist him in his efforts to restructure the public sector in Risaralda.

CARDER - Autonomous Regional Corporation of Risaralda - as a response to the policy established by Law 99 of 1993 determining the beginning of a new environmental way.

This climate of violence would appear to be related to the political context, which last week saw the failure of the referendum called by the head of state, as well as the rise of a new opposition force with the election of former trade unionist Luis Eduardo Garzon as mayor of Bogotá.
On 22 October, the CUT office in the Department of Risaralda received death threats against 10 union leaders, defenders of human rights and members of political organisations.
Accompanied by a hymn to the 'Bloque Cacique Calarca' paramilitary units, these death threats are linked directly to those sent 12 days earlier to union leaders in northern Valle who were exhorted to leave the area and give up their union activities or face death.
