The discovery that Tasmania was actually an island (as a result of the circumnavigation voyage of Matthew Flinders and George Bass in 1798) intensified British territorial anxieties.
The first of two settlements designed to claim the area for Britain was established by Lieutenant John Bowen in 1803 at Risdon Cove, and it was here that, in an episode that grimly prefigured Tasmania's lamentable record of relations with the Aborigines, settlers first used firearms against the indigenous inhabitants.
On February 26, 1804, there were 226 men, 15 women, and 21 children at the Sullivan's Cove (Hobart) settlement; of these, 178 of the men, 9 of the women, and 8 of the children were convicts.

Joseph was the brother of Catherine Potaski, the baby born aboard the 'Ocean' as she lay at anchor at Risdon Cove, while Governor Collins, and some of the other officers, decided on the suitability of the site for the settlement.
From these numbers, there is little doubt the Risdon Cove grant was 'compensation' for the move from Norfolk Island, even though the 'grant papers' were tossed into the fire the night of the robbery.

The original settlers at Risdon Cove, which King instructed Bowen to name Hobart, were 49 in all, including 21 male and 3 female convicts, members of the New South Wales Corps and free settlers and their families.
On 5 February 1804 Bowen sailed in the Integrity for Port Phillip and Risdon Cove with dispatches from King to Lieutenant-Governor Collins at Port Phillip, instructing him to remove his settlement to the Derwent or Port Dalrymple, and requesting Bowen to deliver up the Risdon settlement to Collins.
He is commemorated by a monument at Risdon Cove.
