River systems are sensitive ecosystems where natural processes occur very intensively because of their geomorphologic features and due to the quantitative and qualitative biodiversity of their landscape components.
For a river landscape, the boundary of the system is the water divide of the catchment.
Therefore, a national approach is needed to determine landscape potential of whole river systems in Turkey covering all the river systems regardless of the catchment size, or of the river class.

Rivers, Lochs, Coasts: The Future for Scotland's Waters: page 7
Initiatives on the Dee, around Loch Lomond and Loch Leven and on the Solway are examples but these are different in terms of scope and scale from the River Basin Districts the Directive envisages.
The assessment of environmental pressures; the breaking down of rivers and lochs into relevant management units; the determination of environmental objectives and consideration of the best means of achieving them - all of these important building blocks require considerable expertise in management of the water environment.
We would hope a simple system can be designed whereby the separate authorities (SEPA north of the border and the Environment Agency for the south) co-ordinate the necessary management functions for their area, based on a jointly agreed River Basin Plan.

The legal framework for environmental regulation of petroleum transactions is a combination of both international law and national legislation, with the former as some elements and the latter the dominant component of the system.
It further provides that states shall adopt laws and regulations, which are no less effective than international rules, standards and recommended practices and procedures, to deal with pollution from or in connection with offshore activities; and shall cooperate in the protection of the marine environment on a global and regional basis.
In many petroleum systems, petroleum operators are obliged to file at specified time intervals, or immediately upon an incident, an environmental report on the environmental situation, cause of the pollution accidents, and the measures adopted to mitigate adverse effects and prevent reocurrence.

Much of the stormwater system developed during this period was built to limited capacity, catering for only storms with a recurrence interval of one in two years, not five years.
While the combined systems are now being rectified, illegal sewage connections, extensive leaks in the Sydney Water sewerage system and defective household systems combine to make the sewerage system an integral part of the stormwater system.
To this end, the stormwater system can contain minor events to a certain degree, however, the stormwater system is incapable of controlling runoff from the larger events and flooding and property damage results.
