The effect of that agreement, in the present context, is that the tidal portion of the river Orwell to the bed and foreshore of which the Borough can claim ownership under the charter is co-extensive with the port of Ipswich as defined in the 1950 Act.

What a perfect location it would be for a GEORGE ORWELL MUSEUM, full of first editions of all his books and his typewriter and his handwritten manuscript of "1984", etc etc and also a place to buy his books and those of other writers to whom he would wish to share shelf space.
Orwell says "Wallace thought nothing of composing a full-length book in less than a week" and that "his whole aim of writing was to make money" and he succeeded, earning about 50,000 pounds a year which in those days was a fortune, and which he splurged on mansions and racing-horses.
Orwell's indignation at Blake's treatment, ie there being no monument to him, matches exactly the way I feel about the fact that there is no museum or statue of Orwell anywhere in England (aside from the blue plagues on some of the houses he lived in).

It is a composite in both time and subject and is thought to show the 'Hampshire', 50 guns, on the stocks, the 'Biddeford', 20 guns, being towed downstream and, in the left foreground, the 'Grenado', a bomb-vessel.
The location is the River Orwell and the artist was positioned in the immediate vicinity of the Frensham Tower several miles downstream of Ipswich, immediately identifiable in the middle distance.
The land on which the ship sits ready for launch is John's Ness, where the 'Hampshire' was the only 50-gun ship was built and was launched there in 1741.

HASA has received several letters of complaint regarding the dumping of dredged spoil in the River Orwell, which is making it hazardous for yachts and other boat owners to stay out of the main channel when being used by large commercial ships, particularly at low tide.
Reports suggest that the spoil is being dumped at the side of the river forming mounds just outside the main channel.
River Deben Speed Limit - Suffolk Coastal District Council have recently re-published their 'Water Recreation Guidelines' including a very useful diagram showing the speed limit for the various sections of the river.

At issue in each case is whether IBC is entitled, as owner of the riverbed and foreshore of the river Orwell, to grant or withhold its permission, and if granted to charge, for the right to lay and use deepwater moorings, for which the consent of the relevant port authority has been obtained.
Of course, the river being tidal as far as Ipswich, the river bed and foreshore would undoubtedly have belonged to the Crown, unless and until it was the subject of a Crown grant.
On the evidence I am satisfied that IBC does have the freehold title to the soil of the river bed and foreshore, derived originally from the Charter, and that there is no arguable defence on the basis of a denial of that title.

William Berners (1709-83) was the first of his family to own the Woolverstone estate on the south bank of the Orwell and it was in the family's ownership until the 1930s when it was sold to Lord Nuffield who bought it as an investment for Oxford University.
That was an age away from the time when the banks of the River Orwell from Ipswich, a thriving port 11 miles upriver from the estuary, was in the middle of prime smuggling country: in 1729, 186,000 gallons of brandy were smuggled in along the East Anglian coast.
She was caught, tried and sentenced at the Bury St Edmunds Assizes to be hanged, a sentence later commuted to life imprisonment.

 Yachting and Boating World: River orwell mooring?
I’m trying to find out what the availability and real world costs of moorings for a 24’ boat would be on or very close to the river Orwell (possibly the Stour as well.) Ideally the closer to Ipswich the better.
I have had some quotes for Pontoon berths from Neptune marina and Woolverstone marina and once I’d recovered (actually the Neptune quote wasn’t bad 1466.40 for the year inc vat) I thought I’d try and find out the costs would be for a swinging mooring —in their many variations.
If a drying mooring is acceptable, I've been told that the Orwell Yacht Club are the people to talk to (about joining, as they are Club moorings).

Dr Jayaprakash Chiti is believed to have stabbed Anupama Damera (36), a breast cancer consultant, at their home before jumping off a 40-metre high bridge with his two-year- old son, Pranau, in Ipswich on Sunday, police said on Monday.
The bodies of Chiti and the boy were recovered from the River Orwell near the Orwell Bridge at Ipswich by police and ambulance crews at 3.45am.
