Flores' vehicle continued out of control in a northerly direction, went airborne and collided with victim Jose Rivera, a male Hispanic in his 30's who was believed to have been either walking or standing on the north side of Temple Street in front of the closed restaurant.
The impact between the vehicle and Rivera caused him to be launched in a northerly direction, approximately 15-20 feet off the ground where he collided and came to rest on top of an awning in front of the restaurant.
Rivera, who sustained serious injury to his head and legs, was in extremely critical condition after surgery.

Investigators reviewed RIVERA's criminal record and determined that at the time RIVERA sold the drugs and possessed the firearm and ammunition, he had been previously convicted of a number of prior drug and violent crimes.

 Department of Justice Sues to Stop California Attorney from Promoting Tax Scams
WASHINGTON, D.C. - The Department of Justice's Tax Division, working with the U.S. Attorney's Office for the Central District of California, today filed suit in federal court in Los Angeles to stop California attorney Eduardo Marmolejo Rivera from promoting several abusive tax scams.
According to papers filed by the Justice Department, Rivera bases his scams on the false notion that only federal employees have to pay taxes.
In its suit papers, the Justice Department states that the IRS is presently unable to estimate the cost to the Treasury caused by Rivera's activities; court papers note that the IRS has asserted that six Rivera customers, identified by the agency, owe more than $9.5 million in taxes, interest and penalties.

The recommendations were released as the second volume to the state's drought plan, published in May. The recommendations cover everything from protecting watersheds to conservation.
It also recommends that metering be required for all water users and that communities be required to develop and enforce water conservation ordinances, including a conservation-oriented rate structure.
The task force also suggested the Water Trust Board, the Environment Department or the Energy, Minerals and Natural Resources Department have a drought policy and monitoring office with a staff of three to four people with technical, legal and policy skills.
