It is seen by many an alternative to a tunnel further (about 8km) south of CA-91 and going from the end of CA-133 at CA-241 under the mountains to Cajalco Rd in Riverside co. The further expansion of capacity in the canyon is justified by studies of the locations of the ends of commuters' trips.
Also they surely mean the term expressway as understood outside the west as a fully grade-separated, access controlled facility, not the hybrids of signals and separations that the term normally denotes in California.
Also an analysis since provided by OCTA shows the 91 Expressway as having a capacity of only 80k/day while without tolls it would carry 91k to 109k/day, and with average peakhour speeds of a mere 25mph (40km/hr) and 27mph (43km/hr) making a case for tolls for traffic management as well as project finance.

 CT 72 Expressway
In its original configuration, the four-to-eight lane expressway was to connect I-91 and the CT 9 Expressway to the east in Cromwell with the CT 8 Expressway to the west in Thomaston.
The expressway was to provide an alternative to the two-lane US 6, which offered limited visibility through hilly terrain, through Plymouth west to the CT 8 Expressway.
The CT 72 Expressway should be extended west from Plainville as a four-lane, controlled-access facility to the CT 8 Expressway in Thomaston.

 SR 79 project description
Realigning SR 79 as an expressway from Domenigoni Parkway on the south to Ramona Expressway on the north would offer greater traffic capacity and continuity between communities to meet increasing traffic demands in this expanding region of Riverside County.
Riverside County Transportation Department is preparing a series of improvements for the widening of SR 79 from Domenigoni Parkway on the north to Hunter Road on the south.
The Riverside County Transportation Commission (RCTC), in cooperation with the Federal Highway Administration (FHWA), Caltrans District 8, the County of Riverside and the cities of Hemet and San Jacinto, has initiated environmental studies for the realignment of approximately 15 miles of SR 79 in the vicinity of Hemet and San Jacinto.

The left-hand roadway leads to the upper bridge deck (the middle loop of the three) while the right-hand roadway (the innermost loop) leads to the lower deck, which it joins from the left side.
From Riverside Drive: At bottom, a right-hand ramp splits off to meet that coming from the Henry Hudson Parkway, connecting to both bridge decks, the outer lanes of I-95 northbound, and West 178th Street.

The Riverside scheme was killed by Covington and Newport leaders and replaced by a radial routing similar to what was actually built.
This first segment of I-471 consisted of the bridge, a looped northbound entrance ramp at Riverside Dr. in Newport, the northbound exit to eastbound Columbia Parkway, and a temporary northern terminus at Eggleston Ave.
When this final segment was opened, the interchange with Riverside Dr. on the Newport riverfront was not modified, and the two ramps dating from the bridge's original construction carried on for several years.

In the late 1960's, the Philadelphia City Planning Commission and the Delaware Valley Regional Planning Commission (DVRPC) proposed a bridge that was to connect the Ten-Mile-Loop Expressway, an 18.2-mile-long, northern circumferential bypass around Philadelphia, with the 5.6-mile-long Riverside-Moorestown Freeway in Burlington County, New Jersey.
However, no agency had made any recommendation on this bridge proposal.
