According to the article in the November '89 RMJ, the 1,500 horsepower BL2 was EMD's answer to the Alco RS road switcher series, prior to the GP7.

 MEMORANDUM OF AGREEMENT
Regular road switcher assignments may be established to provide road switcher service at any location provided that road switcher assignments are assigned to go on duty at a location where suitable lodging and eating facilities are available, in accordance with BN Labor Agreement OPS 27-80, effective August 1, 1980.
Road switcher crews may operate in any direction (within the limits of their territorial boundaries), including into, out of; and through terminal locations, but may not be run beyond the tenitorial limits of their assignment, except as starting a new day.
Road switcher crews will be allowed a reasonable length of time to eat, without deduction in pay, at nearly as possible to the expiration of every six hours, provided they notify the dispatcher a reasonable time in advance.

Road Switcher assignments may be established to provide roadswitching service under the following conditions to operate within a territorial limit of fifty (50) miles of the following stations: Albany Astoria, Beaverton Bend, Eugene, Pasco, Portland, Vancouver and Wishram.
In the event an engineer on a Road Switcher assignment does perform service beyond the territorial limits of such assignment he shall be entitled to an additional day's pay for each such instance, with the understanding that the time consumed outside the limits of the assignment will be deducted from the total time on duty.
Engineers working Road Switcher assignments established under provisions of this agreement shall be paid the five (5) or six (6) day yard rate for the class of engine used, depending upon the number of days the assignment is bulletined to work.

A big part of the reason was that the road had just received the last 35 of its 175 modern steam locomotives less than a year earlier, and was satisfied with their performance.
In 1955 and 1956, the modernization of the passenger and switcher fleets was the emphasis, as the railroad bought EMD E9s and Alco S-4s—a total of 65 locomotives in 1955 and 23 in 1956.
Included were new Alco road switchers, new Alco, Baldwin, and EMD yard switchers, new Alco passenger units, and 36 F3 cab units and 44 F3 booster units from EMD.

The EMD NW5 was a 1,000 hp (750 kW) road switcher diesel-electric locomotive built by General Motors' Electro-Motive Division of La Grange, Illinois between December 1946 and February 1947.
The NW5, like the NW3 that preceded it, was basically an EMD NW2 switcher hood, prime mover (a V12 EMD 567 diesel engine) and main generator on a stretched frame and riding on road trucks (the standard EMD Blomberg B design).
This was fundamentally identical to what ALCO had done to create the successful RS-1 design—fitting a switcher long hood and cab on a stretched frame and road trucks, with a short hood on the other side for the steam generator—and the NW5 can be seen as EMD's answer to the RS-1.

Locomotive #485 arrived on the Reading in June, 1952, one of 33 ALCO 1600hp RS-3's purchased during a diesel-buying spree.
The service log from that time describes indignities like a collision with a CN switcher and a total freeze-up of the cooling system.
Although it ran when removed from service, its stack was left uncovered, causing rain and snow damage to at least several cylinders and the turbocharger.

 UP leases environmentally friendly switchers from CIT Rail Resources
Union Pacific Railroad recently reached a short-term lease agreement with CIT Rail Resources for 10 new U.S. Environmental Protection Agency Tier 1 GP20D road-switcher locomotives supplied by General Motors Corp.'s Electro-Motive Division.
UP previously conducted several field tests on the 2,000-horsepower GP20Ds, which were assembled by MotivePower Industries Inc. and equipped with EMD's 170 Series engines manufactured by Caterpillar Inc. The Class I plans to operate the switchers in the Houston area.
"For too long, railroads have been seeking to address their switcher needs by cascading high-horsepower locomotives or attempting to overhaul outdated road-switchers — this is neither an efficient nor economic solution," said CIT Rail Resources President Steve McClure.
