  A Road to Ruin
Originally, the road into the Allen Ranch ran along a fairly north-to-south path, connecting the headquarters to what was then the main road a few miles south of Comstock.
That road, distanced at 8.5 miles through rough terrain, connects both the Allen Ranch headquarters and some 300 lake lot owners to Highway 90 a few miles northwest of Del Rio.
And given the lay of the road, Allen was looking at about 300 acres that would ultimately be cut off from the rest and useless to him.

The mismatch of highway expenditures and demand that has produced clogged urban streets and nearly vacant rural roads is portrayed as an accident, or a result of OPEC manipulations, or Japanese auto manufacturers-anything but what it is: the failure of government in the provision of material goods and services.
No number or concentration of experts on road construction or of wizards on finance can find the solution to the highway problem until the search is conducted in the area in which the solution lies.

As the World Bank points out, India's road network of 3.5 million km is not exactly unimpressive; the problem lies in its poor quality, inadequate carrying capacity and uneven distribution.
National highways constitute 2 per cent of the network but carry 45 per cent of all road traffic, even as 40 per cent of India's villages are not connected by all-weather roads and are, therefore, socially and economically deprived.
The road transport ministry estimates a requirement of Rs 200,000 crore over the decade merely to upgrade national highways and connect them to major cities, while the ongoing National Highways Development Project is billed at Rs 54,000 crore.
