Bi-Nationalism : A Roadmap to Peace in the Israeli-Palestinian Conflict, or a Mere Pipe Dream? by Brian Kupfer - ...   (Site not responding. Last check: 2007-09-07)
Drawing a roadmap for peace in there is like charting a course through a minefield for a blindfolded sap on roller blades.
The bitter reality of the Bush "roadmap" is that if it does what it is designed to do, it will only bring the parties back to the same point they were in the summer of 2000.
Bush's "roadmap" is implemented to its utmost potential, they will only be as close as they were in the summer of 2000 at Camp David.

The nature of peace is that there is an understanding that each side has wrested any intent to attack or invade the other side.
Peace is usually achieved by mutual consent where both sides to an agreement fulfill certain terms.
This is the ultimate destination of the "Roadmap to Peace." The Arab-Israeli conflicts may end when the Jewish state ceases to exist.

President Bush's vision of two states living side-by-side in peace and security as articulated in his June 24 speech, was the Roadmap foundation.
It also supports a comprehensive peace settlement between Israel and Lebanon and Israel and Syria, as soon as possible.

 A Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict
The following is a performance-based and goal-driven roadmap, with clear phases, timelines, target dates, and benchmarks aiming at progress through reciprocal steps by the two parties in the political, security, economic, humanitarian, and institution-building fields, under the auspices of the Quartet [the United States, European Union, United Nations, and Russia].
The destination is a final and comprehensive settlement of the Israel-Palestinian conflict by 2005, as presented in President Bush’s speech of 24 June, and welcomed by the EU, Russia and the UN in the 16 July and 17 September Quartet Ministerial statements.
Such a meeting would be inclusive, based on the goal of a comprehensive Middle East peace (including between Israel and Syria, and Israel and Lebanon), and based on the principles described in the preamble to this document.

If implemented seriously and sincerely, the Roadmap provides a new opportunity to end the two-and-a-half years of Palestinian terrorism and violence and to renew Israeli-Palestinian negotiations and a final and comprehensive peace agreement as envisioned by U.S. President George W. Bush in his speech last June 24.
The Roadmap text implies equivalency between Israel and the Palestinians in areas of violence and incitement.

USS Clueless - The Roadmap to Peace
Progress on the "roadmap" is tied to actual achievement, and the Palestinians have to "achieve" first.
Israel will not take any permanent, concrete actions toward achieving peace in the Middle East unless the Palestinians "unequivocally" withdraw their demand that millions of Palestinian refugees be allowed to return to their original homes, a top Israeli official said Monday.
Until then, the roadmap is a useful way to force the Palestinians to begin to implement reforms, and to keep the Europeans and Russians and UN entertained.

BBC NEWS | Have Your Say | Middle East: Can the roadmap to peace work?
The only way peace will ever come to the Middle East is when Israel and the Palestinians make up their minds to be cohabitants of the area they share.
There is no point in trying to make a peace process if Palestinians are teaching their children that it is good to kill and are encouraging them to be suicide bombers.
Peace in the Middle East will not materialise if the basic economic differences between a rich Israeli side and a poor Arab community are not addressed.

 A Roadmap to Nowhere
The “roadmap” to peace between Israel and the Palestinians, finally released with little fanfare or enthusiasm on May 1 after almost a year of aimless wandering, is surely doomed.
Israel has made it known that it has one hundred proposed changes to the roadmap and is already interpreting the plan according to its own lights, particularly on whether it calls for parallel or sequential implementation of its demands on each side.
Despite the call for parallelism, the roadmap is vague enough on timing and unspecific enough on sequencing that in practice all the burden is placed on the Palestinians.

A peace deal was signed in Marcoussis, France in January 2003 to bring the rebel leaders into a unity government, and a ceasefire was reached in May that year.

Indeed, in the first months of the administration, the very words "peace process" were banned from the public and private lexicon.
Consequently, the roadmap reflected agreement with parties that had no responsibility for carrying out even one of the steps for which they were calling.
By definition, however, the roadmap could never be brought to life if it were based only on the understandings of outsiders.

Hamas has vowed to avenge the Israeli missile strikes, and the Al-Aqsa Martyrs Brigade, a group loosely affiliated with Yasser Arafat's Fatah movement, said a West Bank shooting attack it carried out on Friday was in revenge for Israeli "assassinations." If the Road Map is to have any chance of being followed, President Bush needs to listen to the expressions of support for peace that are consistently reflected in opinion polls of the two sides and not let the sounds of violence drown out the voices of reason.
As leaders of Arab-American and Jewish-American organizations that advocate a secure and permanent negotiated solution to the Israeli-Palestinian conflict, we were heartened to see the president officially deliver the Road Map to Palestinians and Israelis despite political risks that could have caused him to hold back in launching this initiative.
While Palestinian Prime Minister Mahmoud Abbas has accepted the peace proposal and has called for an end to all violence, he will need considerable support in meeting challenges to his authority and fulfilling his Road Map obligations, such as consolidating Palestinian security services and undertaking visible steps on the ground to combat terrorism.
