 Texas Researchers Survey Highway Noise-Barrier Practices
The visual quality of noise barriers is a critical factor, since "they become a major line element [in the highway corridor], second only to the roadway itself." Design considerations such as color, texture, scale, line, proportion, and form must be carefully evaluated.
If noise barriers are to be fully effective, then "barrier planning and design for acoustic effectiveness and community aesthetic acceptance should be complete for motorists and property owners throughout the highway corridor." Transportation agencies should take full advantage of computer technology to present information to the public, measure public perception, and design noise barriers.
Some agencies reported that their only criterion in barrier selection was low cost or low bid price; "however, lowest-cost criteria virtually eliminated public participation and aesthetic considerations from the decision-making process." Even when they did consider other criteria, 33 percent of the agencies indicated that low cost was the most important one.

As you know, I have always been a strong proponent of the installation of sound barriers along the Queensway, however since it is a Provincial roadway, it is critical that Richard Patten hear your views on this matter.
It will be vital now to encourage the Ministry to install all the warranted noise barriers during any work on the Queensway.  This makes both financial sense and addresses the concerns of affected residents in a timely fashion.

I was just trying to say that you don't need traffic lights, intersections or on/off ramps to generate extra noise and that a simple gradient of the roadway can cause significant extra noise.
You couldn't open a window in the evening to air out the place, you couldn't hear the tv over the interstate and I believe it was at least half a mile away.
It *is* necessarily the case that an interstate highway will not have intersections or traffic lights.
