According to Robert’s Rules of Order, parliamentary procedure is based on the consideration of the rights: of the majority, of the minority (especially a large minority greater than one-third), of individual members, of absentee members, of all of these groups taken together.

Roberts' rules of order - Salon
That said, the first day of Roberts' confirmation hearing went well for the nominee, even as it proved to be a practice in platitudes, a four-hour spectacle of partisan posturing and public introductions in a marble hearing room gilded with gold and strung with chandeliers.
One by one, Republican senators cited judicial ethics rules and historical precedent to explain why the American people should not expect to hear anything of substance from Roberts before he becomes the chief justice, a position Democrats have taken in the past to protect their own nominees.
Barring an unforeseen revelation, Roberts is widely seen as a shoo-in for confirmation, creating an imbalance between the huge stakes of his nomination and the piddling suspense it has generated.

Robert's Rules of Order and Association Meetings
To the extent that application of Robert's Rules would be inconsistent with the purposes of an Association or interfere with the ability of the Association to conduct its activities, it is doubtful that a court would require that the Association comply with its provisions.
Although we believe that Robert's Rules may be too complex for condominiums, homeowners' associations, and residential co-operative organizations, it should be noted that the general principles established in Robert's Rules of Order for the role of the Chair and the general standards of conduct are valid and probably will be binding upon the Association.
The purpose of Robert's Rules is to establish a system of order with both control by the majority and fairness to the minority interest groups (or viewpoints) within an organization, and it is a matter of utmost importance to the proper functioning of the Association that they be followed.

 Robert's Rules of Order
Robert’s Rules of Order can be traced back to the rules of U.S. Congress, which in turn came from British Parliamentary law.
Robert was clearly an individual given to visual descriptions, and his use of terms reflects that persuasion.
Minutes for a meeting conducted under the Robert’s Rules of Order typically are records of the decision made as specific motions, amendments and votes taken, rather than a transcript of the discussions.

Therefore, let John Roberts and the next passel of Bush judicial nominees be asked questions, not about future cases that they cannot yet decide, but about how they would have decided past issues based on their particular constitutional dispositions.
Ask John Roberts (and all of the subsequent Bush nominees) whether the 14th Amendment, by which the guarantees of the Bill of Rights and the abolition of slavery were extended to all the states, was a bulwark of our human rights, or was it meant to apply to and protect corporations?

Mostly, the US Constitution itself concerns the regulation of commerce, the stability of the currency, the sanctity of contract and property, the relationship between the states and the federal government, the creation of a governing infrastructure, and the maintenance of the military, which is what the original 18th Century Federalists had in mind.
The “rule of law” applies mostly to the lesser classes and especially in the lower courts of local jurisdiction.

 BAGnewsNotes: Roberts' Rules of Order
In most every quote from Roberts himself, as well from the comments and anecdotes of others, what emerges is the picture of a man who subsumes his own preferences in favor of achieving a consensus.
My prediction: The radical right, sensing that Roberts won't be their man when he won't answer questions about abortion to *their* liking (or anyone else's), will pick the fight – and blame the liberals for it.
Maybe the Supreme Court with Roberts could force more cases to be heard about the victims of disasters (Flight 007 the USSR shot, the Iranian jetliner we shot, Flight 800 (?), the events of 9/11, etc.) and force close-range photogrammetry on the law, as it is being adopted in England for car-crashes and other work.

Robert's Rules of Order Newly Revised in Brief (Roberts Rules of Order (in Brief)) by Robert M., III Henry
General Henry M. Robert published the original "Robert's Rules" in 1875 and 1876 and, since the copyright on that edition (and the next few editions) has long since expired, there are numerous unofficial editions on the market.
Robert's is not necessarily the best parliamentary manual on the market: "Modern Parliamentary Procedure" by Ray Keesey is far more logical and user-friendly, and "The Standard Code of Parliamentary Procedure" by Alice Sturgis (commissioned by the American Institute of Parliamentarians as a contemporary alternative to Robert's) is more readable and more rooted in modern practice.

 Robert's Rules Made Simple
Point of Order:.When a member thinks that the rules of the assembly are being violated, s/he can make a Point of Order (or "raise a question of order," as it is sometimes expressed), thereby calling upon the chair for a ruling and an enforcement of the regular rules.
A point of order can interrupt another speaker, does not require a second, is not debatable, is not amendable, and cannot be reconsidered.
Although Robert's Rules of Order specify that until a motion has been accepted by the chair it is the property of the mover, who can withdraw it or modify it as s/he chooses, a common practice is that once the agenda has been adopted, the items on it become the property of the meeting.

The By-Laws detail (1) term of office and authority of officers, (2) standing (permanent) committees and their functions, (3) dues, fines, bills and other assessments, (4) date and method of nominations and elections, (5) order of business for meetings, (6) number of members needed for a quorum, (7) means of amending the By-Laws.
To open the meeting, the Chairman stands, raps the gavel, and announces: "The meeting will please come to order." When no quorum can be had, he says: "As there is no quorum, a motion to adjourn is in order." The motion is made by a member, seconded, and the Chairman adjourns the meeting.
Motions are listed in the order in which they have the right of presentation and discussion (precedence) over motions in other categories and within groupings.
