Dahl seems to bring a message throughout the book that his reasons for supporting democracy is not that it is flawless, instead alternative governments eliminate the best parts of democracy.
Dahl takes on this task by working very methodically through this large topic and not straying to tangents of ideas even when they might be beneficial to the reader.
In the same section Dahl identifies that when he uses the term “popular government” he is referring to a government that is democratic aside for its exclusion of some adult population from suffrage or some other political participation.

Dahl proposes such a measurement scheme which is rather complex.
The Madisonian theory of democracy is an effort to bring off a comprmise between the power of majorities and the power of minorities, between the political equality of all adult citizens on the one side and the desire to limit their sovereignty on the other.
In his measurement scheme, each of the eight limiting conditions is measured on a scale of 0 to 1 where 1 represents the full compliance with the condition, and 0 means noncompliance.

Now we are confronted with Robert Dahl, the father of pluralism—or what has been called "the theory of democratic elitism"—advocating workers' self-management.
Quite the contrary: self-management to Dahl means only that the employees of a firm take over the stockholders' nominal function of electing the directors, who in turn contract with management to run the company.
More generally, Dahl's main fault is his unwillingness to recognize that workers' self-management cannot be isolated from the context in which it arises.
