Sir Robert William Askin, GCMG (April 4, 1907 - September 9, 1981) was Premier of New South Wales from 1965 to 1975.
Askin's Premiership was also marked by a significant increase in the activities of organised crime groups in NSW.
With Askin's death, investigative journalists were now freed from the threat of legal action under Australia's punitive defamation and libel laws - unlike the United States, Australia has no constitutional guarantee of Freedom of Speech - and stories about his reputed corruption hit the press almost immediately.

Askin had spent much of his working life in two ‘socialist’ institutions, the Government Savings Bank and the Rural Bank, and his mother’s family had been Laborites; in 1950, Labor had pre-selected his uncle, C.R. Halliday, for the seat of Drummoyne.
Askin’s political skills included a ‘phenomenal memory for faces’, a feel for public opinion that was ‘uncanny’, and a ‘flair for manoeuvre’.
Another was that Sydney bookmakers had given Askin  $55,000 on the eve of his retirement to prevent a doubling of the bookmakers’ turnover tax, a payment Askin described unapologetically as ‘a gratuity from some members of the racing fraternity’.

In November, 1852, Robert M., seeking fortune in a new land before he was fifteen years old, crossed the Atlantic and joined an uncle at Trenton, Canada, where he gave about two years to learning the tinner's trade.
Captain Askin married, February 22, 1866, Clara Alice Jameson, a native of Missouri, who bore him four children: Charles Robert and Mary Catherine are dead; William C. lives in Missouri; John Herbert was connected with his father in business at Visalia and is still a resident of that city.
Captain Askin was a constituent member of the post of the Grand Army of the Republic at Salem, Mo., and on coming to Visalia transferred his membership to Gen. George Wright Post No. 111, of that city.

In his complaint, Mr Reading disputes that the crime figures were falsified, or that the then police commissioner, NTW Allan, had seriously suggested that Mr Arantz was mad, or that the then police minister and premier, Sir Robert Askin, had "aided and abetted" Mr Allan in his attempts to discredit Mr Arantz.
The paper declares that Mr Reading, who is a former press secretary to Sir Robert Askin and well-known for his defence of Sir Robert's reputation, is wrong on all three points.
It is clear that today's appropriate authorities accept that Mr Arantz was seriously mistreated by those in charge in 1971; and at the head of those in charge were the then police commissioner, Mr Allan, and the then police minister, Sir Robert Askin.

It was the paper's failure to categorise one of the two allegations made in the article as an allegation and not a proven fact which led to the Press Council's criticism.
Askin, apart from allowing organised crime to become entrenched in Sydney, was a card player and gambler who kept less than salubrious company.
Debate about Sir Robert Askin's alleged corruption, or that of any other powerful politician, is justified in the public interest, but newspapers have a responsibility to distinguish allegation from proved fact.

Mr R J Ferguson, who was the driver to Premier Sir Robert Askin complains to the Press Council of an article in The Sydney Morning Herald of March 3, 1986, and of the paper's failure to publish a letter which he wrote to the editor concerning it.
He also complains that the headline and the context conveys to the ordinary reader "that Sir Robert was a criminal, caught up by legislation especially designed to strip criminals of their ill-gotten gains, and in the same boat as persons like Trimbole, Cornwall and Maher", but offers no evidence in support.
If the paper did not intend to imply that Sir Robert's estate was caught up as a result of taxation or other criminal offences on his part, it is unfortunate that it did not say so more clearly.

The question of the integrity of the Commission of Inquiry was made an issue on March 22 when the paper sought and was granted leave, in breach of the Council's procedural rules, to seek to prove that Askin had been corrupt.
Waller and condemnation of Askin, I feel the Council would have been on stronger ground if it had specified the items that had impressed it and provided reasons why it had been so impressed.
It is not a body that will determine whether Sir Robert Askin was "corrupt" or a "scoundrel".

Some readers of that earlier article would have known little or nothing about the Askin government; they were entitled to know that the widespread view that the Premier was corrupt has not gone unchallenged.
The Press Council finds no fault on the part of the newspaper in publishing the bylined humorous article and considers that the editor of the letters section had no obligation to publish a letter from Mr Reading in terms which have frequently appeared.
