  Robert Cooper Grier - Wikipedia, the free encyclopedia
Grier was a political organizer for the Jacksonian Democrats, and in 1833 Grier was given a patronage appointment to a state district court, newly created for him.
Grier was unanimously approved by the Senate, and joined a fellow Dickinson alumnus, Roger Brooke Taney, on the Court.
Grier was the lone northerner to side with the majority in the Dred Scott decision, though after the outbreak of the Civil War he supported the Union.

Robert Cooper Grier was born on March 5, 1794 in Cumberland County, Pennsylvania, the eldest of the eleven children of Presbyterian minister Isaac Grier, a member of the Dickinson class of 1788 and his wife Mary Cooper Grier.
Justice Grier sat during a tumultuous period, rendering opinions in various landmark cases, including the famous Dred Scott Case or Scott v.
He cast the deciding vote and delivered the historic opinion on "the Prize Cases" in 1863 which validated the Union's blockade and defined the extent of governmental power in the face of armed rebellion.

Thomas Cooper was commissioned president judge of the Eighth district (to which Northumberland, Luzerne, and Lycoming counties were assigned by the act of February 24, 1806), March 1, 1806.
Cooper was a resident of Manchester, England, in 1789, when, according to Binns's "Recollections," he went to Paris as the colleague of Watts, the inventor of the steam engine, to represent the Manchester Philosophical Society in the French Convention.
Samuel Roberts, who qualified as deputy attorney general for Northumberland county, July 16, l800, resided at Sunbury, and practiced in the courts to some extent prior to that date, was born in Philadelphia, September 8, 1763, and admitted to the bar of that city in 1793.

In Baker, the same passage becomes: "'This being the case,' Vattel continues, 'it is very evident....'" Later, Baker renders Grier's reference to two specific acts of Congress from 1795 and 1807 (1863, 668) as "longstanding Acts of Congress" (296).
