Vice-Admiral Ghormley became Commander, South Pacific Area and South Pacific Force on 19th June 1942, with headquarters on the Tender Argonne, first in Auckland, New Zealand, then Nouméa, New Caledonia.
Served in this post with little distinction, even tough possibilities for distinction were present in good numbers thanks to his command of the Guadalcanal landings, and was relieved by Vice-Admiral William F. Halsey on 18th October 1942.
In this post, Ghormley oversaw the disarmament of German naval forces or their disposition along the lines of the Potsdam Conference.

Born at Portland, Orgeon, October 15, 1883, he graduated from the United States Naval Academy in 1906, was commissioned an Ensign and advanced through the grades to Vice Admiral, 1941.
He died on June 21, 1958 and was buried in Section 30 of Arlington National Cemetery.
His wife, Lucile Elizabeth Lyon Ghormley, 1890-1966, whom he married on October 20, 1911, is buried with him.

And so it is ironic that he missed two major Naval engagements: the Battle of the Coral Sea (his fleet was not strategically positioned to participate) and the Battle of Midway (a severe case of dermatitis put him out of commission).
(Ghormley had suffered several defeats militarily and severe cases of indecision and anxiety personally.) Brilliant work in the capture of the Solomon Islands and New Guineas led to Halsey's promotion to full admiral.
His career continued to strike awe in his admirers and terror in his enemies, as he succeeded in destroying the Japanese fleet in the Battle of Leyte Gulf in 1944, and commanding U.S. forces in the operations that led to the capture of Okinawa and the surrender of the Japanese there.

The Navy thought that MacArthur would unnecessarily expose their carriers to risk, and that Tulagi should be seized first to lessen the danger from the Japanese and establish a base in the Solomons for future operations.
Ghormley would command the Tulagi part of the operation after which MacArthur would command the advance to Rabaul.
When the destroyer showed up on station it cold not communicate with the Marines on shore but Sergeant Robert D Raysbrook exposed himself to enemy fire in order to signal the ship (earning him the Navy Cross and an equivalent medal from the UK).

JCS specified that Rabaul would be taken in three stages: first, the seizure of bases in the southern Solomons; second, the reoccupation of the remainder of the Solomons and the north coast of New Guinea as far as Lae and Salamaua; and third, the recapture of Rabaul itself and the rest of the Bismarck Archipelago.
The JCS gave the commander of the South Pacific Area, Vice Admiral Robert L. Ghormley (after October 1942, Admiral William F. Halsey), control over the first stage of the offensive.
They inflicted a serious defeat on Ghormley's naval forces in the Battle of Savo Island (August 8, 1942), landed large numbers of reinforcements on Guadalcanal, and ultimately lost strong ground, air and naval forces in a desperate effort to hold Guadalcanal.
