  Nannerl Overholser Keohane Biography | Encyclopedia of World Biography
Keohane was born in Blytheville, Arkansas, the daughter of James Olverholser, a Presbyterian minister, and Grace Olverholser White, a high school and college English teacher.
Keohane left Stanford University in 1981 to serve both as president of Wellesley College and as a professor of political science, positions she held until 1993 when she assumed her responsibilities as the president of Duke University.
Keohane is the author Philosophy and the State in France: The Renaissance to the Enlightenment (Princeton University Press, 1980) and the co-author of Feminist Theory: A Critique of Ideology (University of Chicago Press, 1982).

Keohane admits that his theory, like most, relies on the assumption that the state is a rational and egoistic actor, an assumption that “is not fully realistic.” But the functional theory of international regimes seems to experience additional difficulties.
Keohane faults Morgenthau and the “murky language” of the realists for attempting to explain the issue of non-compliance by briefly attributing it to some sort of triumph of the national interest.
Robert Keohane’s functional theory of international regimes is helpful for understanding how international regimes facilitate cooperation among self-interested state actors; it attempts to divorce conceptions of international cooperation from historically binding instances of hegemonic stability and prompts us to understand cooperation in terms of established patterns of negotiation, reduced transaction costs, and reduced uncertainty.

Keohane audaciously contends that cooperation is possible without hegemony since international regimes make this cooperation possible.
On the other hand, Keohane also basically argues that 'although hegemony can facilitate cooperation, it is neither a necessary nor a sufficient condition for it...hegemony is less important for the continuation of cooperation, once after began, than for its creation'.In this respect, he differentiates hegemon's role in creation of international regimes from their maintenance.
Keohane examines international regimes in these areas for post-hegemonic period when the US power began to decline by the early 1970s.
