Shankland, who led the report, noted that the "signal" that Miller observed in 1933 is actually composed of points that are an average of several hundred measurements each, and the magnitude of the signal is more than 10 times smaller than the resolution with which the measurements were recorded.
Shankland concluded that Miller's observed signal was partly due to statistical fluctuations and partly due to local temperature conditions and, also, suggested that the results of Miller were due to a systematic error rather than an observed existence of aether.

Shankland in fact was Miller's student for many years, and only emerged to become a professional advocate of Einstein's relativity after the death of Miller in 1941.
In that same interview, Shankland also blamed Miller for having blocked the awarding of a Nobel Prize to Einstein for his relativity theory — clearly, Miller's work was a major obstacle to the Einstein theory of relativity, and for that reason may have given Einstein and his followers sleepless nights.
The Shankland team also identified data sets Nos.56-58 from 8 July 1924, which was part of Miller's control experiments made in a basement location at Case physics laboratory — the temperatures were very stable, and the fringe oscillations were quite small, and they argued these data were a proof for thermal effects on the apparatus.

Shankland at this time appeared to be working in agreement with Miller -- one Case Western professor characterized this early bucking of mainstream ideas as follows: "Shankland's career got off to a bad start, but he later redeemed himself".
The "redemption" was, of course, Shankland's leading a team of professors to undertake a biased and inaccurate post-mortem on the ether-drift experiments of his mentor, Dayton Miller.
After doing the post-mortem, Shankland was granted a series of exclusive interviews with Albert Einstein, and published them in mainstream publications (his first, as far as I can tell), in the manner of having received a professional reward for his efforts.
