Smith was the son of Robert Percy Smith, of 20 Savile Row, London, and nephew of The Rev. Sydney Smith, Canon of St Paul's.
He wa a Lord of the Treasury from November 1830 to November 1834, Secretary of the Board of Control, April 1835 to 1839, Under-Secretary of State for the Colonies, 1839 to 1841, Secretary at War, February-March 1852, and President of the Board of Control, February 1855 to March 1858.
He was created Baron Lyveden in June 1859.

VERNON, RUPERT ROBERT, Lieutenant, was born 31 December 1872, son of the Honourable Greville Richard Vernon, JP, DL, of Orchard Portman (fourth son of the 1st Baron Lyveden and Emma Mary Fitzpatrick, daughter of the 2nd and last Earl of Upper Ossory), and Susan Caroline, daughter of Richard Howe Cockerell, Commander, RN.
He was educated in Somerset, and served in the South African War; was mentioned in Despatches, and created a Companion of the Distinguished Service Order [London Gazette, 19 April 19J1]: "Rupert Robert Vernon, Lieutenant, West Australian Mounted Infantry.
He married, in 1906, Dorothy Inez Elinor, daughter of Mr Thorneycroft, of Dunston, Staffs, and they had two sons and one daughter: Greville Archibald Fitzpatrick, born 2 July 1908; Mervyn Sydney Bobus, born 8 April 1912, and Susan Diana Mary.
