Prats said a bill of this nature is long overdue in Puerto Rico and could have been an effective tool for preserving some of the once lush, green, natural habitats now developed and paved over.
For Prats, the economic value of preserving these parcels is hard to estimate because of the obvious value to island tourism along with the environmental preservation.
But Prats counters with an observation on the current state of affairs where several major construction development projects have been halted and languish in the courts--tying up the financing, peppering the Puerto Rico with incomplete, concrete eyesores--many because opponents have questioned the permits on the basis of one environmental law or another.

 Clouds of Fiberglass Particles Released By Vieques War Games
State Senator Roberto Prats announced on Wednesday that he is making a Freedom of Information Act request to the Defense Department about the use of chaff in Puerto Rico.
Prats discovered a document released by the General Accounting Office in 1998 in response to a request by Nevada Senator Harry Reid who was concerned over the use of chaff in Nevada.
According to Prats, the report said there is no conclusive evidence that chaff is not harmful to people or the environment.

Given the senator’s announcement last week that he will join Jose Alfredo Hernandez Mayoral to head the PDP ticket in the 2004 elections, the 100 initiatives being gathered by the more than 170 young industry leaders in the group could become the core of the PDP platform.
Although his project may sound similar to Gov. Sila Calderon’s Vision 2025 project--the development of a long-term economic, social, and academic development strategy for Puerto Rico that is free of political pressure so that the island can be globally competitive--Prats is quick to point out the difference.
The first members to be called by Prats were attorney Eliseo Roque, publicists Jorge Marchand and Efren Pagan, attorneys Jose Rodriguez Amorous and Ricardo Vaquero Castro Senior, and certified public accountant Thomas Garrity, who now make up the executive committee.

 Obras Públicas tiene RD$1,200 millones 'abajo' con Roberto Prats
El 12 de septiembre del 2003 Roberto Prats, en nombre de CONTROBAS, había firmado un contrato de cesión de crédito por 50 millones de pesos con el Banco de Reservas, lo que significa que le transfiere a la entidad bancaria “el crédito de que es titular frente a la SEOPC por concepto de cubicaciones pendientes”.
En octubre del 2004 Roberto Prats le envió una comunicación en la que afirmaba que las obras podrían ser entregadas en un plazo de 30 y 90 días, y que estaban “adelantadas en más del 50% de su presupuesto”.
Cuando SEOPC demandó judicialmente el pago de las deudas contraidas por Roberto Prats, éste le hizo a su vez una “demanda en nulidad de intimación de pago”, alegando que los cálculos hechos por Obras Públicas no se justifican y son ilegales las actuaciones del organismo estatal.

Prats said he wouldn't wait for a recount and conceded defeat Wednesday afternoon.
Rossello's party took control of the legislature from Acevedo Vila's party, winning 18 seats in the 27-member Senate and 34 in the 51-member House, according to preliminary results.

His image, however, was tarnished by a government corruption scandal called Lavatón, where Prats, along with other Popular Democratic legislators allegedly participated in a money-laundering scheme to help the Calderón 2000 campaing go over the spending limits established in the Puerto Rican Electoral Law of 1977.

Clouds of chaff, tiny strips of silica glass, are released by pilots to hide their aircraft from radar.
"I want to know if the cloud was chaff, and if it was, what amount was emitted and what type of chaff it was," Sen. Roberto Prats of Puerto Rico's Popular Democratic Party said.
Prats cited a 1998 General Accounting Office report undertaken on behalf of another Puerto Rican senator, which called for an investigation into whether chaff could be inhaled and whether it posed a health risk.

In the latest scandal to emerge in connection with Samana, Senate leader Jesus Vasquez (PRD) says that the Senate is still pondering the Roberto Prats-Jampi Investments concession, as authorized by Presidential Decree 569-02, dated 21 August 2002.
News reports, however, have criticized the contract because it allows the company to sell the concession to a third party, without establishing clear responsibilities for the investors, while the Dominican government contractually guarantees the profitability of the investment.
In an advertisement published today in Hoy newspaper, businessman Prats says that the clause is nothing new and has been routinely included in all the concessionary contracts signed by the Mejia government.

Prats explained the reason for holding caucuses in Puerto Rico this year by saying, “This is because the Puerto Rican primaries are among the last, and unless there is a split national convention, the candidate for the presidency will have already been selected so a Puerto Rican primary process would be academic.”
The primaries start in January of the election year (with New Hampshire) and run through June in what is called primary season.

Prats said that on the contrary, the most responsible decision is “to attack with verticality that which I understand to be the final verdict of the people.” The young senator several times had to pause in his comments as he was overcome with emotion.
With 1,816 of the 1,848 units reported, for 98.3 percent of the votes, NPP candidate Luis Fortuño had an advantage with 947,098 votes (48.52 percent), while Prats had 937,572 votes (48.03 percent).
