Tim was at the circus on the night Dick's parents were murdered and he had seen Dick do his special trick, a quadruple somersault, which only three people in the world could do.
Tim Drake is an unusual member of the Bat Family because his father is still alive, which opens up possibilities for very different stories to be told.
Tim Drake has worked hard to keep his identity hidden: both his Robin identity hidden from his father and friends and conversely his Tim Drake identity, which he has managed to keep secret from Spoiler who knows him only as Robin.

Years later he saw on the news Robin do the same move and quickly figured out that Robin was Dick Grayson and then was able to piece together that Batman was Bruce Wayne.

Drake hung up the mantle of Robin for the reason(s) Cthulhudrew mentioned, and Stephanie Brown (Spoiler) stepped in as the new Robin just as a hired assassin started killing any boy in Gotham that had Tim Drake's height/build/hair color in an effort to kill Robin.
Evidently no one told Brad Meltzer that Jack Drake would confront Tim and Tim would abandon the costume in the same issue- he thought it would take place over a couple of issues, and IC is supposed to fit in between those (non-existent) issues.

 Dick Grayson or Timothy Drake? - Animation Insider
It could have only been Tim Drake that Static was talking about, because in a prior episode Static teamed up with Batman and (Tim Drake) Robin.
Dick continued to be Robin, leading the Titans, until he left to become Nightwing, thus disbanding the Titans.
There is evidence that supports any of these Robins (Grayson and Drake especially) but we do not know the official identity and may never know unless it is discussed on the show or said by the producers/ creators or writers.

Tim is the only so far who was capable (and accomplished) in deducing Batman, Robin I, and Robin II (Jason Todd)'s identities and, get this, sneak into the Batcave and don Robin I's suit.
Tim knows he's capable, but is mature enough (most of the time) that he lacks the experience and is willing to let respectable mentors teach and order him around (notably, Batman and Nightwing).
Batman was worried Tim might fall toward the side of revenge, but was proved wrong when he kept his cool and showed maturity in accepting the tragedy during the Vicki Vale and Scarecrow arc.

Since we were beginning to customize an animated Young Justice, I told Chip he should customize the comic version of Tim Drake to go with them.
I just didn't feel that the red Robin of the cartoons fit with the rest of the gang.
