The Cabinet secretary is Britain's top civil servant and career official, and Robin Butler, knighted as Sir Robin before being given a peerage as Lord Butler of Brockwell, organized the Cabinet agenda for Blair, his predecessor as prime minister John Major, and for Margaret Thatcher.

Butler went on to charge that the politicians had ducked taking responsibility for their decisions and handed over too many power to qangos - or quasi-autonomous non-governmental organizations, the British term for appointed boards and trustees.
