Beginning in the 1880s, a group of Georgetown citizens promoted the idea of enclosing Rock Creek in a tunnel and filling in the valley between Washington and Georgetown so that a formal boulevard could be built over the old creek bed.

The adjacent Rock Creek and Potomac Parkway terminus, Watergate steps, and monumental equestrian statuary join with the bridge in constituting a formal western terminus of the great Washington Mall composition at the edge of the Potomac.
Flanking the eastern ends of the bridge and the parkway are two pairs of monumental neoclassical equestrian sculpture on identical pedestals.

Parkway designers wanted an arched masonry bridge to harmonize with other parkway spans, but Congress only provided enough money for a steel girder bridge.
Parkway advocates insisted the bridge be redesigned, while Georgetown citizens and District engineers demanded immediate replacement.
This was replaced in 1871 by an iron truss bridge, which was rebuilt in 1893 to carry streetcar traffic between Washington and Georgetown.

At the eastern terminus, a modified cloverleaf interchange was built to connect the freeway to the Rock Creek and Potomac Parkway and to 27th Street.
The Potomac River Freeway corridor was one of two corridors considered for the extension of I-70S (today's I-270) into the District of Columbia; the other corridor, which was to be called the Northwest Freeway, was to be routed roughly along Wisconsin Avenue.
To increase the freeway's usefulness, new ramps should be built to connect the eastbound lanes of the freeway to the northbound and southbound Rock Creek and Potomac Parkway, as shown in "Alternative 4" of DDOT's 2005 Whitehurst Freeway study.
