Gray wolves in northwestern Montana qualified as a wolf population under this definition; that existing wolf population was further examined to determine if it was geographically separated from the potential experimental population areas.
The Isle Royale gray wolf population decreased from 23 and 24 wolves in 1983 and 1984, respectively, to 12 and 11 wolves in 1988 and 1989, respectively.

The Service reclassified gray wolf populations in 2003 from endangered to threatened for much of the species' current range in the United States and proposed to delist the eastern population of wolves in 2004.
"Gray wolves in the Northern Rockies have exceeded their recovery goals and are biologically ready to be delisted," Hall said.
The minimum recovery goal for wolves in the northern Rocky Mountains is 30 breeding pairs and at least 300 wolves for three consecutive years, a goal that was attained in 2002.

Gray wolves are the largest wild members of the Canidae, or dog family, with adults ranging from 18 to 80 kilograms (kg)(40 to 175 pounds (lb)) depending upon sex and subspecies (Mech 1974).
We conclude that the gray wolf continues to be in danger of extinction throughout all or a significant portion of its range in the foreseeable future in the Southwestern DPS, and it remains properly classified as endangered in the DPS except where part of a nonessential experimental population.

Any move to downlist gray wolves in any of the three areas in the absence of a scientifically credible recovery plan for that area, and demonstrable progress toward the attainment of recovery goals established under such a plan, is inappropriate.
